Publication and payment of article publication fees.

Publishing articles is one of the outcomes of a researcher's work. And in the activities of people involved in postgraduate programs, both faculty and students, article publication is one of the metrics used to evaluate the quality of the work done. The article publication process can have different models regarding costs. Among the most common are those in which authors do not pay for the publication process and the article is not openly available to readers. The cost of publication is paid by the readers. Only readers who pay some type of subscription to the portal or journal will have access to these articles. Another model is known as Open Access, in which the authors of the articles must pay for publication and access to the article is freely available to readers.

The Brazilian federal government, through CAPES, has made agreements with major publishers to facilitate the payment of publication fees for articles by Brazilian researchers. Below is information on the agreements made by CAPES to date, to guide which journals are eligible for payment of publication fees, known as APCs, for articles.

How will publishers know which Brazilian authors are covered by the agreements with CAPES?

During the CAPES census in 2026, all faculty and students in graduate programs were asked to update a series of registration data with CAPES, including their ORCID ( Open Researcher and Contributor ID ). During the submission process, the corresponding author is asked to include their ORCID in the submitted forms, and they will automatically be identified as covered by the agreement. If the researcher has doubts about whether their data is correctly registered with CAPES, they should go to https://meusdados.capes.gov.br/ , to the identifiers section, and verify that their ORCID is correctly registered. For researchers who do not yet have an ORCID, they should go to https://info.orcid.org.

What agreements has CAPES made so far?

CAPES consortium - Springer Nature

The agreement covers approximately 1,763 different hybrid journals. It covers reading and payment of article publication fees. These journals are known as hybrid journals, meaning they can publish articles in a closed model, where access is restricted only to subscribers of the publisher, or they can publish articles openly upon payment of the publication fee by CAPES.

CAPES Consortium Agreement - Elsevier

The agreement covers approximately 1619 different hybrid journals. Elsevier provides a search engine for journal names in the various fields of knowledge covered by the CAPES agreement. To access the search engine, click here .
